What it is

Drying a tea leaf in one continuous pass does not work, and the reason is physical. Surface moisture leaves quickly; moisture held inside the leaf has to diffuse outward before it can evaporate, and that takes far longer. Push the heat to finish the job in one go and the outside case-hardens while the inside stays wet, which produces a tea that reads as dry, keeps badly and turns sour or musty in storage. So the standard practice is a hot, fast first pass — mao huo, rough fire — that takes off the bulk of the free water, then a rest of anything from twenty minutes to several hours during which the leaf equalises and the inside moisture reaches the surface, then a cooler, longer second pass — zu huo, full fire — that takes the tea to storage dryness. Where a tea is under-dried, this interval is usually where the corner was cut.

What it does to the leaf

Removes free surface moisture in a hot first pass, allows internal moisture to migrate outward during a rest, then removes it in a cooler second pass, avoiding a dry shell around a damp core.

What it does to the cup

Chiefly a stability and cleanliness question, but the second pass is also where light toasted character is set, so its temperature is a real style decision.

Three or more passes
Common on thicker material and on rolled oolong, where each pass is followed by shaping work while the leaf is still pliable.
Continuous-belt driers
Industrial driers pass leaf through several heated zones on one belt, engineering the same staging into a single machine.
Cooling as an operation
The rest between passes is a scheduled step with a name, not an accident of the shift pattern. Leaf packed hot from the drier holds moisture it should have lost.

Where this gets misdescribed

Drying is treated as the moment the tea is finished and therefore as the least interesting part of manufacture. It is where a great deal of otherwise good tea is spoiled, and under-drying in particular is invisible on the day and obvious six months later as a stale, slightly sour cup that the buyer blames on their own storage.
