What people mean by this
The query is almost always a proxy for a decision, and the decision is usually about timing rather than ranking. Behind it sit two false premises worth dismantling directly. The first is that the six tea categories form a ladder, with black at the top and white at the bottom; the ladder is a folk taxonomy, oxidation is not a caffeine process, and the categories overlap so heavily that a category name is close to useless as a predictor. The second is that a tea has a caffeine content in the way a bottle has a volume. It does not: the same leaf brewed with twice the weight, or for twice as long, or with hotter water, produces a materially different cup, and those three levers move the figure further than the choice of category does. Cultivar, shading, harvest and how much stem is in the material move it again. The honest answer to the query is a set of variables rather than a winner.

Sold with a low-caffeine reputation that the material does not bear out — white tea is made largely from buds, and buds are not a low-caffeine part of the plant. TeaHQ holds a separate record on where the reputation came from.
Assumed to sit at the top of the ladder because the liquor is dark and the flavour is brisk. Colour comes from oxidation of the leaf’s polyphenols and has no fixed relationship to what else is in it.
Assumed to sit near the bottom, which flattens a category containing everything from a shaded gyokuro to a coarse late-harvest bancha. The spread inside the category is wider than the gap between categories.
What is in the leaf
A fact about what the leaf contains. It describes the tea, and makes no statement about any person drinking it.
The leaf is milled to a powder and swallowed rather than strained away, so the comparison with an infusion is not like for like at all — nothing is left behind in a strainer to be discarded.
Shaded for several weeks before picking, and shading is associated with higher caffeine in the leaf. It is also brewed with an unusually high leaf weight and unusually cool water, so the preparation and the agronomy pull in different directions.
Made from the stems and leaf ribs sorted out of sencha and gyokuro production. Stem is a different material from leaf, and a tea composed of it is a genuinely different starting point rather than the same tea processed differently.
Made from larger, later-harvested leaf that sencha production leaves behind — coarser, cheaper and more forgiving. Harvest timing and leaf maturity are among the variables the category ladder ignores entirely.
Crushed, torn and curled into small particles with far more surface area than an orthodox leaf, so it extracts fast and hard. Particle size is a brewing variable in the same way steeping time is.
How the market serves this search
Almost every published tea-caffeine chart traces back to a small number of laboratory measurements, restated without their brewing parameters, and then reprinted by retailers who need a number for a product page. Detaching a figure from the leaf weight and steeping time that produced it converts a measurement into a decoration, and the resulting charts disagree with each other in ways that would be impossible if any of them were describing the same conditions. TeaHQ publishes caffeine as a range with a stated basis or does not publish it, which is why the tea records here look less decisive than a retailer’s table.

Caffeine, as a fact about the leaf
Camellia sinensis contains caffeine, and the amount in a cup varies more with leaf quantity, steeping time and water temperature than with the category on the packet. Beyond the brew, the material itself differs: shading and young buds are associated with more of it in the leaf, stem material with less, and particle size changes how fast any of it comes out. A category name predicts none of these reliably, which is why a ranking of the six categories is not an answer to this question.
