This page is a botany-and-labelling page. It states which plants contain caffeine and which do not, and why the shelf categories obscure that. It says nothing at all about what any quantity of caffeine does to anybody, or about who might want less of it — that question is assessed at TeaHQ in a record held pending human review, and a species list is not an answer to it.

What people mean by this
This is the least ambiguous query on the whole hub and it is still routinely mis-answered. Three distinct things are being asked. The first is which drinks are naturally free of caffeine, and the answer is structural rather than a list: anything not made from Camellia sinensis, with four significant exceptions that people are rarely told about. The second is about decaffeinated tea, which is a processed Camellia sinensis and a different product from a herbal infusion — it retains a small residual quantity and it loses flavour in the process, and shoppers conflating the two end up disappointed by whichever one they did not want. The third is a low-caffeine question wearing a caffeine-free costume: someone who wants less rather than none, and who has been told that white tea or a roasted tea will provide it. Separating those three is most of the value here, because a page that answers only the first sends two readers away with the wrong product.

What is in the leaf
A fact about what the leaf contains. It describes the tea, and makes no statement about any person drinking it.
Aspalathus linearis, a legume-family shrub from the Cederberg in South Africa. Repeated attempts to grow it elsewhere have failed, and it contains no caffeine.
Mentha × piperita, a chance hybrid first described in a Hertfordshire field in the seventeenth century and propagated by cutting ever since. It is not a tea plant and contains no caffeine.
A daisy-family flower head, and two different species share the name — German chamomile for most commercial production, Roman chamomile for a sharper and more bitter cup. Neither contains caffeine.
Roasted barley, a cereal grain rather than a leaf. It is served to Japanese and Korean children by the jug for exactly this reason, which makes it one of the few cases where a household explicitly knows why it is choosing an infusion.
Ilex paraguariensis, a holly, and it does contain caffeine. It is the most commonly mis-sorted plant in this category, because the shelf it sits on is labelled herbal and the label is read as a statement about composition.
An Amazonian holly, closely related to yerba mate, and it contains caffeine. Kichwa and Shuar households brew it before sunrise, which is a fair indication of what it is drunk for.
A third holly, and one of the very few caffeine-bearing plants native to North America. Its commercial revival in Texas, Florida and the Carolinas dates only from the 2010s, so most shoppers have never had to place it.
The discarded shell of the cacao bean, and it contains caffeine along with the other stimulant alkaloid cacao is known for. It reached European and North American shelves as a by-product product rather than through any transmitted tradition.
Cyclopia species from the southern Cape, still largely wild-gathered, and free of caffeine like its better-known neighbour. Its export presence is much smaller than rooibos, so it is under-represented on shelves relative to how well it works.
How the market serves this search
The word “herbal” does the heavy lifting on a supermarket shelf and it is a statement about botany, not about caffeine. Every mate, guayusa and yaupon product sits under that heading, and the fastest-growing segment of the herbal aisle in the last decade has been exactly the caffeinated ones, sold in cans as energy drinks. Decaffeinated Camellia sinensis occupies a separate and much smaller space, usually a single facing of a breakfast blend, because the process costs enough flavour that most shoppers who want the absence of caffeine choose a plant that never had any.

Caffeine, as a fact about the leaf
Caffeine occurs in a small number of unrelated plant families, and Camellia sinensis is one of them. The three hollies — yerba mate, guayusa and yaupon — are another, and cacao is a third. Everything else on a herbal shelf is caffeine-free as a property of the species rather than as a result of processing. Decaffeinated tea is Camellia sinensis with most of the caffeine removed by solvent or carbon dioxide extraction, and a small residual quantity remains by design; “decaffeinated” has never meant zero.
