Four different things people mean by this, and the one piece of folk knowledge in the area that does not survive contact with the material: the reputation certain categories carry for being naturally low in caffeine.

This page sets out four practical routes, states what is in each plant, and names the reputations the material does not bear out. It declines the question sitting behind all four, which concerns a given quantity at a given hour and a particular person. What people mean by this
Four routes exist and readers usually have one in mind without saying which. The first is substitution of plant: replacing the cup with an infusion of something that never contained caffeine at all, which is the cleanest change and has the most options behind it. The second is decaffeinated tea, which is a processed Camellia sinensis and a different product from a herbal infusion in every respect except species. The third is brewing — less leaf, shorter steeping, pouring off a first infusion — all of which move what ends up in a cup and none of which is precise or measurable at home. The fourth is timing, which is a decision about a day rather than about a leaf, and which is where the physiological question actually sits. Cutting across all four is a piece of folk knowledge that does not hold: white tea, roasted tea and stem tea all carry reputations for being naturally low in caffeine, and the material does not reliably bear those reputations out.

Sold with a low-caffeine reputation the material does not bear out, since it is made largely from unopened buds and buds are not a low-caffeine part of the plant.
Everyday habit
An everyday habit rather than a formal tradition. Recorded because it explains why the association exists.
Roasted maize served in Korean homes and restaurants in place of water, hot in winter and cold in summer, often with corn silk added for sweetness, and drunk as yumi cha in parts of northern China.
Roasted buckwheat served alongside soba in Japanese restaurants, made from the plant the noodles are made from; Korean memil-cha is the household version of the same drink.
What is in the leaf
A fact about what the leaf contains. It describes the tea, and makes no statement about any person drinking it.
Aspalathus linearis from the Cederberg, where repeated attempts to grow it elsewhere have failed. It contains no caffeine and takes milk and sugar in South African households in the way tea does in British ones.
Still substantially wild-gathered, softer and more honeyed than rooibos and free of caffeine in the same way; its much smaller export presence is a distribution fact rather than a comment on the drink.
Roasted barley, a cereal grain rather than a leaf, given by the jug to Japanese and Korean children precisely because there is nothing of this kind in it — one of the few cases where a household knows exactly why it chose an infusion.
Made from the stems and leaf ribs sorted out of sencha and gyokuro production. Stem is a genuinely different material from leaf, which is a real compositional difference and not a licence to assume a figure.
Roasted until reddish-brown, which changes the flavour completely and changes the species not at all; the underlying material is ordinary bancha or stem tea before it goes into the drum.
Cold water extracts amino acids readily and catechins poorly, and it extracts caffeine slowly rather than not at all — a change in the rate of extraction rather than a removal of anything.
How the market serves this search
Retail answers this query along two axes that shoppers are rarely shown together. One is the herbal shelf, which sells the absence of caffeine as a property of a whole category and is broadly right to; the other is the decaffeinated shelf, which sells a processed tea and is far smaller than the demand would predict, because the process costs flavour and anybody willing to accept a rooibos does not need it. The gap between the two is where the low-caffeine reputations live — white, roasted and stem teas presented, usually by implication rather than by statement, as a middle option — and the packaging almost never says what that positioning rests on.

Caffeine, as a fact about the leaf
Rooibos, honeybush, roasted barley, roasted corn, buckwheat, chicory, acorn and fireweed are plants other than Camellia sinensis and none of them contains caffeine. Everything made from the tea plant does, in every one of the six categories, and the quantity in a cup moves further with leaf weight, water temperature and steeping time than with the name on the packet. Roasting, stem content and later harvest change the material in real ways and none of them removes what is in it.
