The bag is a distribution technology
A teabag solves distribution problems rather than flavour problems. It fixes the dose, so the product performs consistently for a user who does not measure. It removes the need for a strainer or pot, so the product works in a mug at a desk. It makes the item stackable, countable and easy to price per unit. And it makes the tea inside effectively invisible, which is commercially useful in a category where leaf appearance would otherwise invite comparison. Every one of these is a distribution advantage, and together they are why the bag took over the mass market. None of them is an argument about the cup. The format also changed the product’s relationship to time. A pot of loose leaf is made for a household or a sitting; a bag is made for one person, once, on their own schedule. That suits an office, a hospital, a canteen and a household where nobody drinks at the same moment, and it is why the bag advanced fastest in exactly those settings. The technology did not only make tea more convenient — it made a solitary cup practical, which is a change in how the drink is used rather than in what it is.
Why bags want small particles
A bag holds a couple of grams in a confined space and is steeped briefly, often with agitation, in a mug. To extract enough in that time from that little material, the particle size has to be small — brokens, fannings and dust rather than whole leaf. Small particles have a far greater surface area for their mass and give up their soluble material very quickly, which produces a strong, coloury cup in ninety seconds. This is why CTC manufacture and the teabag are technologically joined: CTC exists to produce exactly the particle size the bag needs, and the bag exists to make that particle size convenient. The trade is that fast, complete extraction also brings out astringency quickly and leaves nothing for a second infusion. The pyramid and mesh formats exist to escape exactly this constraint. Give the leaf more room and a longer contact time and whole-leaf material becomes viable in a bag, which is why premium bagged tea almost always uses a larger three-dimensional format. The cost is a more expensive bag, a bulkier carton, and — depending on the mesh material — a packaging question of its own. It is a genuine improvement in what a bag can hold, bought by giving up most of the bag’s original economic advantages.
The cost per cup, honestly compared
Comparing the two by price per hundred grams is misleading in both directions. A bag uses a small, fixed dose and is used once. Loose leaf is usually dosed more generously, but many loose teas are steeped repeatedly — a gongfu session takes several grams and produces many small cups, and a Western pot of good black tea will give a decent second brew. The honest comparison is per cup actually drunk, and on that basis a mid-priced loose leaf and a premium bagged tea are closer than the shelf prices suggest, while the cheapest bagged tea remains dramatically cheaper than almost any loose leaf. What loose leaf reliably costs more of is attention. Waste belongs in the comparison too, and it points the other way from the usual assumption. A bag delivers a fixed dose and is used entirely; loose leaf is dosed by eye and a packet opened and forgotten fades until it is thrown out. For an occasional drinker, a large pouch of good loose leaf may be an expensive way to buy a small amount of tea and a large amount of disappointment. The right format depends on how much tea a household actually drinks, which people consistently overestimate.
Shipping and packaging mass
Tea is light and bulky in leaf form and denser once broken down, which matters when it crosses an ocean. Bulk tea travels in large lined sacks or chests at high density, so the leaf itself is an efficient thing to ship. Consumer packaging is where the mass multiplies: filter paper, thread and tag where used, individual envelopes, cartons, outer cases and pallets, all of which travel with a small quantity of tea inside them. Loose leaf in a foil pouch carries less packaging per gram of tea but occupies more volume for a given number of cups. Neither format is unambiguously lighter per cup delivered, and the answer depends heavily on whether the bags are enveloped and how much leaf a loose-leaf drinker actually uses. Density matters commercially as well as environmentally. Bulk tea is shipped to fill a container by weight or by volume, and a fluffy whole-leaf white tea reaches the volume limit long before the weight limit while a dense CTC does the opposite. That difference shows up directly in freight cost per kilogram, and it is one of several quiet reasons why light, bulky teas are more expensive to move and therefore to sell at a distance from where they were made.
Shelf life, and why format changes it
Broken leaf has more surface exposed to oxygen and loses aroma faster than whole leaf, so on the face of it bags should fade first. In practice the packaging usually compensates: individually sealed envelopes protect a bag well, and a carton of unenveloped bags in a paper wrap protects it poorly. Loose leaf in a resealable foil laminate keeps well until opened and then declines at the rate the user’s storage allows. The practical rule is that the barrier matters more than the leaf format — and that both formats are far more damaged by an opened packet left in a warm kitchen for a year than by anything intrinsic to being cut or whole. Shelf life also interacts with the buying model. A retailer wants a long best-before so that stock can sit through a slow season without being written off, and that requirement pushes toward better barriers and more packaging. A direct seller shipping a fresh spring green tea wants the opposite — small quantities moving fast, minimal barrier, and an explicit instruction to drink it soon. The two are optimising different things, and the packaging on a shelf tells you which model the seller is running.
What the format decision does upstream
Because the mass market is bagged, the mass market’s demand is for material that performs in a bag: quick-extracting, coloury, consistent, cheap per cup. That demand is what supports CTC manufacture, which in turn supports coarser plucking standards, higher yields and mechanised harvesting where terrain allows. A producing region that has built its industry around supplying the bagged market has therefore built its fields, factories and labour arrangements around it, and cannot pivot to whole-leaf production without changing all three. The packaging format at the far end of the chain is one of the strongest determinants of agricultural practice at the near end — a point that is easy to miss when the two are discussed separately. The reverse also holds, and it is the more hopeful direction. Where a domestic market develops a taste for whole-leaf tea — as has happened in several producing countries as incomes rise — the demand supports orthodox manufacture, finer plucking and higher-value grades without any export buyer being involved. Producing-country consumption is the largest and least discussed force acting on how tea is made, and it is the one most likely to change the picture over the coming decades.

And the account of bag construction is general: bag materials, formats and sealing methods differ between manufacturers and have changed repeatedly, so nothing here should be read as a description of any particular product on any particular shelf. Nor does it claim that the bagged market is the reason any particular region grows what it grows; the causal argument in the last section is a general one about how demand for a format shapes production, and its strength differs by origin. Regions with strong domestic markets, long orthodox traditions or unsuitable terrain for CTC have followed different paths entirely.
