The charming origin story — a New York merchant’s silk sample pouches, accidentally brewed by customers — is unverified and postdates a filed patent by other people. What is certain is that the bag reorganised the entire tea industry around a leaf grade nobody would otherwise have made.

The Thomas Sullivan story, and its status

Widely repeated legend

Repeated very widely and not evidenced. Recorded because the story is itself part of the culture, not because it happened.

The version everybody knows: around 1908, a New York tea merchant called Thomas Sullivan sent samples to customers in small hand-sewn silk pouches instead of the usual tins; the customers, not understanding, dropped the whole pouch into hot water; and the tea bag was born by accident. It is a very good story. It is also unsourced in any contemporary document that anyone has produced, it first appears in print long after the alleged event, and it has the exact structure of a commercial origin myth — a happy accident, a named individual, a satisfying irony. TeaHQ records it as a widely repeated legend rather than as history. That is not a claim that Sullivan did not send tea in bags; merchants plainly did package tea in cloth. It is a statement about what the evidence supports, which is considerably less than the confidence with which the story is told in nearly every popular account, including on packaging. There is a further reason to be sceptical that has nothing to do with documents. Silk is a poor material for the job — it is expensive, it does not release flavour readily, and it would have made a bad sample bag as well as a bad brewing bag — and the story requires customers sophisticated enough to be receiving trade samples yet unable to work out what a bag of loose tea was for. The account is not impossible. It is simply the sort of thing that would leave a trace if it had happened, and no trace has been produced.

The patent that came first

There is an earlier claim with paperwork behind it, and it is much less well known. Two women from Milwaukee, Roberta C. Lawson and Mary Molaren, are consistently reported to have filed a United States patent in 1903 for a tea holder: a stitched mesh pocket designed to hold a single serving of leaf so that a cup could be made without a pot and without straining. The application describes the problem precisely — the waste and inconvenience of brewing a whole pot for one cup — and the solution is recognisably a tea bag. It did not become a commercial product. TeaHQ notes it partly because the record deserves it and partly because the pattern is familiar: the inventor with a patent and no distribution is forgotten, and the merchant with a good anecdote and a market becomes the story. Which of them is described as having invented the tea bag is a question about narrative rather than about evidence. It is worth being precise about what the patent does and does not establish. It shows that the idea was described and legally claimed in 1903 by named people, which is a great deal more than the Sullivan story has. It does not show that the object reached a market, and it does not exclude the possibility that others were doing something similar. TeaHQ has not retrieved the filing itself, so this account rests on consistent secondary reporting rather than on the document. TeaHQ’s position is that a claim with paperwork behind it outranks one with none for the purposes of a catalogue, and that neither of them is the reason tea bags exist.

Gauze, paper, and the machinery problem

Silk and gauze are hopeless for mass production: expensive, slow to fill and awkward to seal. The commercial tea bag had to wait for a suitable paper and for a machine that could make and fill bags fast enough to matter. Heat-sealable filter paper and the packaging machinery to use it were developed in the interwar period in the United States, and that combination is what converted a novelty into an industrial product. The forms since are refinements of the same engineering problem: the two-chamber bag that increases the surface in contact with water, the round bag, the stitched-string-and-tag assembly, and from the 1990s the tetrahedral or pyramid bag, which gives whole leaf room to open and was introduced in Britain by a major brand in the mid-1990s, conventionally dated to 1996. Each of those is a machine design question first and a brewing question second. Two constraints run through all of these developments. The paper must be porous enough to brew fast and strong enough not to burst when wet and handled, which is a genuinely awkward specification and is why tea-bag paper is a specialist product made from long-fibre pulps. And the bag must be formed, filled, closed and tagged at a rate of hundreds a minute to be economic, which is why the history of the tea bag is really the history of a small number of packaging machines. The brewing question comes third, after the paper and the machine.

One more strand: a German company is generally credited with supplying cotton bags of tea to the army during the First World War, a product reportedly nicknamed the tea bomb by the soldiers who received it. It is a small detail and it does something useful to the standard narrative, which casts the tea bag as an American convenience invention of the consumer era. Military rationing is a recurring driver of food packaging, and a single-serving sealed portion is exactly what a supply chain wants. The tea bag has at least three plausible parents — a patent, a merchant’s sample and an army contract — and the tidy single-inventor version has no particular claim over the others. There is a general lesson in the multiplicity. Objects of this kind — cheap, obvious once you see them, and useful to several unconnected industries — get invented repeatedly and independently, and the question of who was first is usually less informative than the question of who first had a market and a machine. Tea bags, teabag strings, the infuser ball and the filter paper cone all have contested origins for exactly this reason, and the contest is generally settled by whoever’s descendants wrote the corporate history.

Britain held out, and then went almost entirely over

The tea bag arrived late in Britain and then took the market comprehensively. Bags were a negligible share of British tea consumption at the start of the 1960s and are now the overwhelming majority — the figure usually quoted is upwards of eighty or ninety per cent, and estimates vary by source and by whether food service is counted. The speed of that conversion in a country with a deeply established loose-leaf habit is the strongest evidence for what the bag was actually selling. It was not flavour. It was the elimination of two chores: measuring, and dealing with wet leaves. Anyone puzzled by the persistence of the bag among people who agree that loose leaf tastes better has the answer there. The resistance before that is worth a sentence too. British tea culture had a well-developed pot-and-strainer apparatus, an established etiquette around warming the pot and pouring, and a widespread conviction that bag tea was inferior — a conviction that has never really gone away and has simply stopped affecting purchasing. The gap between what British drinkers say about loose leaf and what they buy is one of the more instructive things in this catalogue, and it is a straightforward story about the value of two minutes.

This is the consequential part. A bag holds a small fixed quantity and gets a short steep in a mug, which requires leaf that extracts fast and hard — small particles with a large surface area. That is precisely what CTC manufacture produces, and the enormous twentieth-century expansion of CTC in Assam, and later in Kenya and elsewhere in Africa, is bound up with the bag’s rise. Fannings and dust, previously the low-value residue of orthodox manufacture, became a primary product with a market of their own. So the bag did not simply change how tea was packed; it changed which machines were installed, which grades were profitable, and which countries could compete. A very large share of world tea production exists in the form it does because of a paper pouch. There is a feedback loop in this worth stating explicitly. CTC made bags work; bags made CTC worth installing; cheap bagged tea expanded the market; the expanded market justified more CTC capacity. Kenya’s tea industry, which barely existed at the start of the twentieth century and is now the largest black-tea exporter in the world, grew inside that loop. The tea bag is therefore not merely a packaging format. It is one of the two or three decisions that determined which countries got to be tea producers at scale in the twentieth century.

Plastic, and the recent reckoning

Heat-sealed paper bags have generally contained a proportion of plastic in the sealing layer — polypropylene, typically — which is why an ordinary tea bag does not fully break down on a compost heap, and some premium pyramid bags have been made of nylon or PET outright. This became a public issue in the late 2010s, and a number of large brands moved to plant-based sealants or to unsealed folded-and-stapled constructions. TeaHQ states the material fact and does not extend it into a claim about what the plastic does in a cup, which is a separate question with its own evidence and is not one this catalogue is equipped to answer. The wider point is about visibility. The bag is the single most-used piece of tea equipment in the world by an enormous margin, and it receives less attention in tea writing than a teapot’s spout.
