One-way valve bag
A foil pouch fitted with a small plastic valve that lets gas out and not in. The valve was designed for freshly roasted coffee, which releases carbon dioxide for days after roasting and would otherwise burst its packaging, and this is the fact that decides what it is worth on a bag of tea.

Porosity
Not porous. It contributes nothing of its own to the liquor, so it can be moved between teas freely and washed with detergent without consequence.

If you do not own one
A plain foil laminate pouch, which does the same barrier job without the valve. Tea does not off-gas the way fresh-roast coffee does, so on a tea bag the valve is doing very little — the barrier film and the seal are what keep the tea, and a valve is a small deliberate hole in a package whose purpose is to have none. A freshly roasted oolong is the one plausible case, and even there the roaster’s own resting is what settles it.
This one is not marked essential. The tea can be made without it.
Care and maintenance
Reseal properly after opening; the valve does nothing about the opening you made. Do not press the air out through the valve, which is not what it is for and can pull material into it.
