Phongsaly
Laos’s northernmost province, wedged against Yunnan and Vietnam, and the country’s significant tea area. Old, tall, seed-grown tea trees stand in and around Phunoi and Akha villages — the gardens at Ban Komaen are the best known — and are worked by climbing rather than by plucking from standing, in exactly the way the Yunnan side of the border does it. Most of the leaf is sun-dried into maocha and sold north, where it is pressed and sold as Chinese material, so Phongsaly’s tea largely reaches drinkers as somebody else’s origin.

When it is picked
A spring pick from old seed-grown trees is what the cross-border trade wants; later pickings are worth much less. Because much of the leaf leaves as rough-processed maocha, the picking calendar is set by what buyers on the other side of the border will pay for.

Akha, Phunoi and Hmong households working old tree stands, selling sun-dried maocha that frequently crosses into China to be pressed and sold as Chinese material. The households are at the bottom of a value chain whose top is in another country.

Also transliterated as phongsaly, phongsali. Romanisations of a district name vary by system and by vendor, and a packet spelling one way is not describing a different place.
