Zhenghe vs Tanyang
Two inland northern Fujian areas making different categories from a shared regional tradition. Zhenghe is a white-tea county with its own Da Bai cultivar; Tanyang is the home of one of the three historic Fujian gongfu black teas.

The short answer
Northern Fujian holds several distinct traditions within a small area, and county names carry real information there in a way province names do not. Zhenghe and Fuding differ enough that the county is worth reading on a white-tea label.
