Why these get confused

Both names are used as style descriptions across China — a ‘Longjing’ from Sichuan or a ‘Bi Luo Chun’ from Guizhou is a shape and a method, not a provenance. That is legitimate when the label says so and is the single largest source of confusion in Chinese green tea when it does not.

The short answer

Both are green teas whose reputation rests on a place, and in both cases the place is small enough that most of what carries the name comes from elsewhere. The difference worth carrying away is one of shape and handling: flat-pressed and pan-toasted against curled and down-raised, which is a processing distinction the two districts made permanent.
