Decoction vs infusion
The distinction is old, precise and almost never explained on a packet. Infusion pours hot water over material and waits; decoction holds the material at a simmer. Which one a botanical needs is decided by how tough it is, not by what it is called.

‘Herbal tea’ covers both, so packets give one instruction for materials that need opposite handling. A ginger and liquorice blend wants a decoction; a chamomile and lemon balm blend wants an infusion; the box says ‘steep 5 minutes’ for both.

The short answer
A blend containing both roots and flowers cannot be brewed correctly by either method alone, which is the honest reason many commercial herbal blends taste unbalanced. Simmer the hard material first, then take the pan off the heat and add the soft material to infuse.
